Public Housing Program

The Public Housing Program provides safe, affordable rental housing for eligible low-income families, seniors, and individuals with disabilities in Michigan City. Units are owned and operated by the Michigan City Housing Authority (MCHA) and are located in well-maintained communities close to schools, parks, and other public services.

How the Program Works

MCHA’s public housing communities offer one, two, three, and four-bedroom units designed to meet HUD standards for safety and livability. Rent is based on 30% of the resident’s adjusted income, making it an accessible option for those in need of stable housing.

NOTE: All applicants must meet eligibility guidelines and apply through the waitlist process. Housing is offered based on availability and funding.

How To Apply

All applications for Michigan City Housing Authority (MCHA) housing programs must be submitted online through our secure PHA-Web Applicant Portal. Follow these simple steps to apply for housing through the Michigan City Housing Authority:

Start Your Online Application

Visit the PHA-Web Applicant Portal to begin your application. You’ll need an email address and basic household information to get started.

Submit Your Application

Complete all required fields and review your information carefully before submitting. Once submitted, you’ll receive a confirmation number.

Note: One application per household. Submitting an application does not guarantee housing.

Waiting list Placement

If you meet eligibility requirements, you’ll be placed on a waiting list based on program availability, local preferences, and the date and time of your submission.

Keep Your Info Updated

It’s your responsibility to notify MCHA of any changes, like your name, address, phone number, income, or family size, within 10 business days. You can do this through PHA-Web (preferred) or by contacting our office.

Wait for Notification

MCHA will contact you by mail or email when your name moves to the top of the list or if we need to update your information. Be sure to check your mail and inbox regularly.

Smoke-Free Facilities

To promote healthier living environments, all public housing units and common areas managed by MCHA are designated 100% smoke-free. This policy supports clean air, fire safety, and improved resident health.

Residents and guests are not permitted to smoke inside any unit, common hallway, or within a defined perimeter around the buildings.

Do I Qualify for Public Housing?

To qualify for public housing through the Michigan City Housing Authority (MCHA), applicants must meet several eligibility requirements set by the U.S. Department of Housing and Urban Development (HUD). These requirements help ensure that assistance is provided to those who need it most.

Income Limits

Your total household income must fall within HUD’s income limits for the area, based on your household size. MCHA primarily serves low-income, very low-income, and extremely low-income individuals and families.

Citizenship Status

At least one household member must be a U.S. citizen or have eligible immigration status.

Background Screening

MCHA will review your criminal background and rental history. Applicants with recent evictions, unpaid rent, or certain criminal convictions may be denied.

Family Composition

Public housing is available for individuals, seniors, families with children, and people with disabilities. Household size helps determine the appropriate unit type.

Preference Categories

MCHA may prioritize applicants who:

  • Live or work in Michigan City
  • Are elderly or disabled
  • Are homeless or at risk of homelessness
  • Are veterans or victims of domestic violence
